Edward S. Bales
Managing Director
Mr. Bales has over 25 years of experience in executive management, as a strategist. Included in that experience, he managed a legal practice as an office administrator and senior paralegal for several years. Mr. Bales supervises overall strategies for every client of Federal Prison Consultants, LLC
and travels to each of our offices within the USA to meet with attorneys and clients that require specialized services.

Paul M. Policros
Senior Assistant Director
Mr. Policros has over 40 years of business management experience. His background is diverse and his management experience enables us to perform effectively and efficiently as a Limited Liability Company. Mr. Policros handles all administrative functions regarding our internal and external compliance.

William D. Parker
Assistant Director &
Senior Strategist

Mr. Parker is an Assistant Director and Senior Strategist with Federal Prison Consultants, LLC. He also has extensive experience as a Mitigation and Sentencing Specialist. Mr. Parker was a former Senior Case Manager with the Federal Bureau of Prisons, Criminal Justice Consultant, State Juvenile Officer with the State of Texas and Victim Advocate Coordinator for the Military at Fort Hood Texas. He has approximately 20 years of corrections and criminal justice experience. Mr. Parker also has a Master of Science Degree in Criminal Justice Administration.

Karen Bell Tavik
Sentencing & Corrections Specialist
Ms. Tavik is a former United States Probation Officer serving the Federal District Courts of Maryland and Virginia with 16 years of probation experience specializing in pre-sentence report writing and sentencing matters. Currently, she is a specialist and expert witness in the Federal Sentencing Guidelines. Ms. Tavik also has a great deal of experience in recommendations to pre-release and post-release rehabilitative plans for both federal and state inmates.

Dr. Darren L. Higginbotham
RDAP Specialist
Dr. Higginbotham, Psy.D. is currently a Licensed Clinical Psychologist for the State of South Carolina. He spent several years working for the Federal (BOP) Bureau of Prisons in the positions of Staff Psychologist, Acting Chief Psychologist and Acting Drug Abuse Program Coordinator. Prior to that, Dr. Higginbotham had worked in psychology correctional services for the Greene County Sheriff's Dept. and County Jail, located in Springfield, Missouri. Dr. Higginbotham is a specialist in the BOP's 500 Hour Residential Drug Abuse Program (RDAP) and an expert witness for inmate rights and advocacy.

Glenn A. Graves L.C.S.W
RDAP Specialist
Mr. Graves is an RDAP Specialist with Federal Prison Consultants, LLC. He is a Licensed Clinical Social Worker and has over 20 years experience as a clinical social worker of which he worked in the Federal Bureau of Prisons as a Drug Abuse Treatment Specialist for 17 years. He has expert knowledge of how the 500 Hour Residential Drug Abuse Treatment Program (RDAP Program) operates.  He has performed thousands of assessments for eligibility into the RDAP Program and has treated hundreds of inmates who attended the 500 Hour RDAP Program. 

Jeffery D. Moore
Senior Corrections Expert
Mr. Moore was the Deputy Assistant Director of our California Prison Consultants division. He is a former California Corrections Officer and Investigative Services Unit Officer, rising to the level of Correctional Sergeant. Mr. Moore then became a Parole Agent and has over 10 years of total experience in the California Department of Corrections. He is involved in all cases associated with California Corrections and Parole. In additional, Mr. Moore has a B. S. Degree in Criminal Justice.

Christopher Guivas
Paralegal Assistant
Mr. Guivas has several years experience in research and paralegal skills working with both Federal and State corrections systems. His primary focus has been Federal sentencing and inmate programs. Currently he assists our directors with case review and is a liaison between contract staff and clients.

James E. Persing, J.D.
Certified Professional Coach

Mr. Persing works as a Professional Certified Coach, assisting people in maintaining lives of focus and balance. His background as a former attorney also gives him insight into the needs of clients. He has worked extensively with both men and women facing the criminal justice system and places a high value on helping the client and their family navigate the entire process.

We provide assistance with the following programs and services: Drug/Substance Abuse Program (500 Hour RDAP), Boot Camp or Shock Incarceration (State), Institutional, Interstate and Treaty Transfers, Commutation of Sentence Petitions, Half-Way House Placement (Community Corrections Center), Home Confinement or House Arrest, Compassionate Release, Work Cadre and/or Release, as well as any other Federal Bureau of Prisons or State Department of Corrections Program Statements and/or Programs.
